Low Income Consumers Program - technical definition

In the United States, a program that provides lifeline subsidies to reduce the installation and monthly costs of basic telephone service for low income consumers.The Low Income Consumers Program is one of four programs established by the Telecommunications Act of 1996, supported by the Universal Service Fund (USF), and administered by the Universal Service Administrative Company (USAC).
