In 2003, the U.S. Department of Homeland Security (DHS) started the National Cyber
Security Division, or NCSD, under the jurisdiction of the DepartmentÂ’s
Information Analysis and Infrastructure Protection Directorate. Its purpose was
to oversee a Cyber Security Tracking,
Analysis and Response Center (CSTARC).
CSTARCÂ’s role was to conduct analysis of cyberspace threats
and vulnerabilities, improve
information sharing, issue alerts and warnings for cyber threats, respond to
major cyber security incidents, and aid in national-level recovery efforts.
