traffic shaper - technical definition

Synonymous with traffic manager. A bandwidth optimizer that classifies packet traffic by analyzing application information contained deep within the packet. Traffic shapers essentially are Application Layer (OSI Layer 7) switches with buffering capability for traffic queuing and partitioning. Traffic shaping is also known as policing.
